"Obey & Survive"

First officer on scene should take point to ensure the following procedures are followed and delegate to assisting officers as needed.

 

Detective or raking officer may take point when they arrive on scene. Officer on point should immediately determine a case # and communicate to all officers involved in bagging evidence or taking witness statements. 


DOA
Officer arrives to find victim dead on arrival
  1. Request 10-78 

  2. Detain any living persons present on scene 

    1. Take witness statements 

      1. Additionally, direct eye-witnesses to the “Report a Crime” section of the government website to document their account. Ensure they reference appropriate case# 

    2. Take fingerprints 

    3. If individual cannot provide an alibi or plausible reason for being in the area, arrest under suspicion and transport to nearest department for further questioning (don’t forget to pat down and check pockets). 

  3. Do not allow anyone to remain on scene except officers and medical personnel

  4. Sweep scene for evidence (possible murder weapons, bullet casings, etc)

    1. Photograph location of evidence prior to bagging it 

  5. Photograph scene including victim’s body 

  6. Fingerprint victim

  7. Release victim to EMS if available 

    1. If no EMS available, transport body to nearest morgue 

  8. Begin new Case File and tag Sheriff Strange to create a separate folder

  9. Request autopsy report from coroner via government website 

  10. Notify next of kin

    1. Do not release details of ongoing investigation

  11. Notify the Press Liaison Officer (martberg)

Officer Involved Shooting 
Suspect or victim is killed by an officer 
  1. Request 10-78 and highest ranking officer available (if not already on scene)

  2. The officer who fired the fatal shot should not take point on scene or gather any evidence if any other officer is available

    1. If it is unclear who fired the fatal shot, all officers who fired should assume responsibility

  3. All offices present should file a witness report under the appropriate case #

  4. All non-officers present should be directed to the “Report a Crime” section of the government website. Ensure they reference the appropriate case#. 

  5. Do not allow anyone to remain on scene except officers and medical personnel

  6. Sweep scene for bullet casings

    1. Photograph location of casings prior to bagging 

    2. Photograph print results from casings as they’re returned

  7. Photograph scene including victim’s body 

  8. Fingerprint victim

  9. Release victim to EMS if available 

    1. If no EMS available, transport body to nearest morgue 

  10. Begin new Case File and tag Sheriff Strange to create a separate folder

  11. Request autopsy report from coroner via government website 

  12. Notify next of kin

  13. Notify Press Liaison Officer (martberg)

Officer Fatality
Officer is killed while on duty 
[downed officers should call out 10-00 over radio]
  1. When 10-00 comes over radio coms, all officers should divert to scene Code 3

  2. If killer is known and on scene - prioritize downed officer and crime scene security.

    1. THEN, additional available units can pursue or prevent escape 

  3. Follow procedure for DOA
